Rules and regulations

Minimum age for participation:
Participating players must be at least 16 years of age at the time of play.

  1. Participation at your own risk:
    Each team/player/coach participates in this tournament at their own risk.
  2. The rules:
    With the exception of a few rules, the game is played in accordance with the "KNVB indoor soccer (game) rules."
  3. Participation costs:
    The registration fee is €695 and may be paid in two installments. Teams that do not meet their financial obligations will be excluded from participating in the competition.
  4. Competition schedule:
    NO program booklets will be provided. All information can be found at http://www.zaalvoetbalbarneveld.nl/.
  5. Player registration:
    • A player or coach may only be registered with one team.
    • Each team must have the team page provided by the organization in order before the start of the competition.
    • For new players/coaches, the team captain is responsible for adding them, provided that the player is eligible to play.
    • Upon presentation of their player page on the site, via a mobile phone, players will be granted free access to the sports hall, with the exception of players who are listed as restricted.
      For players who have not given permission for their name and photo to be displayed on the site, this is not possible due to their restricted status.
    • In order to display the name and/or photo on our site, we require permission from the players themselves (see also ourprivacy statement).
      Permission can be given by completing the GDPR form. Team captains can also change preferences, provided they are logged in.
  6. Number of players per team:
    Each team must register at least 8 players. The maximum number of players that may be registered is 20.
    This includes any coach.
  7. Adding players:
    As long as teams have not yet reached the maximum number of 20 players, it is possible to add players.
    For clarity: players can only be added, not removed or exchanged. 
    A team captain can register a new player (digitally) using their personal login. A photo can also be uploaded immediately.
    Once successfully saved, the player can participate immediately.
  8. Transfer to another team:
    Transfers to another team are not permitted during the competition. This is only possible after the competition (including the playoffs) has ended.
  9. Setting up goals, benches, tables, and scoreboards:
    The teams playing the first match at 6:25 p.m. are required to set everything up. If a team fails to do so, it will be penalized with a €25.00 fine.
    The teams that play last in the evening are required to clean up the aforementioned items. Again, failure to comply will result in a €25.00 fine.
  10. Match duration:
    The playing time for league matches is 1 x 32 minutes. After 31 minutes, the buzzer sounds and the last minute begins. The referee then has the option of ending the match after 1 minute (the match duration is and remains 32 minutes) or adding extra time as he deems necessary (e.g., due to foul play or after an injury).
  11. Jersey numbers are mandatory:
    Team captains must submit the players—including their jersey numbers—via the team page before the start of the match. Players without a jersey number are not eligible to play. If a player without a jersey number has played, this will be penalized as follows from January 1, 2022:
    1. First offense: a fine of 50 euros;
    2. Second offense: a fine of 50 euros + a 5-0 score for the opponent;
    3. On the third offense: a fine of €100 + a 5-0 result for the opponent + 3 points deducted.
  12. Only coaches and players on the bench
    Only players and/or a coach from the team currently playing their league match are allowed to sit on the players' bench.
    They must also be in possession of a valid player card.
  13. Distinguishing clothing:
    If both teams play in (virtually) the same color kit, the first-named team is required to wear a different color shirt or bibs.
  14. Suspended player:
    A suspended player or coach is not allowed on the playing field. This means that he is also NOT allowed to sit on the players' bench.
  15. Fielding an ineligible player:
    If it turns out that a player who is not on a team's player list has participated, this will have the following consequences for the team concerned:
    1. Final score 5-0 for the opponent.
    2. Three points deducted.
    3. Fine of €50.00
  16. Abandoned match:
    When the referee abandons a match, the team responsible for this will have 3 points deducted and will be fined €35.00. 
    The result is also automatically converted into a 5-0 victory for the opponent.
    If a team leaves the field during a match without the referee indicating this: fine of €45.00.
    In addition, this team will have 3 points deducted and the result will automatically be converted into a 5-0 victory for the opponent. 
    It is not possible to appeal against this decision.
  17. Postponement of matches:
    All league matches are played on Friday evenings. Teams that are playing indoor soccer elsewhere on this match night should note that NO postponement will be granted in Barneveld. Each team is required to play the scheduled matches. Postponing or canceling matches is only possible in very exceptional circumstances and only in very special cases. Or by means of a rain day.
    If a match is canceled, it will be rescheduled for a later date.
  18. Requesting a day off: 
    Each team has the option to use one rain day per season. The opponent always has the final say in this matter. Requests can be made via the platform, exclusively by the team captain.
    1. Requests can be submitted until 12:00 noon on the Wednesday before the match in question. The opponent will receive digital notification of this and will then have 48 hours to respond.
    2. An opponent may refuse the postponement request. In that case, the match will be played on the original date and the postponement will remain in place for the requesting team.
    3. Upon acceptance of the rain day, the match will be postponed until further notice. The board will look for a new date. Both teams will be notified of this. The requesting team cannot request another rain day for the rest of the season.
    4. An accepted day off costs the requesting team 50 euros.
    5. We consider funerals to be an exception; postponing a match due to a funeral will be decided in consultation with the board.
  19. Not showing up:
    1. Final score 5-0 for the opponent.
    2. Fine of €100.00.
    3. Three points deducted.
    4. If a team fails to show up for the second time, that team will be immediately removed from the competition and will also be excluded from participation in the following season. In addition, the registration fee will not be refunded.
  20. Team out of competition:
    If a team withdraws from the competition or is removed from the competition, the following rules apply:
    1. If this occurs during the first half of the competition (ten matches), these matches will be considered unplayed.
    2. If this occurs during the second half of the competition (after ten matches), all remaining matches will be converted into a regulatory 5-0 victory for the opponent.
    3. A fine of €75.00 will be imposed if the reason for withdrawal/exclusion is not urgent. In that case, the registration fee will not be refunded.
  21. Determination of final standings:
    When determining the final standings (and interim standings) of the competition, the following is important:
    1. If two teams have the same number of points, the goal difference will determine their ranking in the competition (goal difference = goals scored - goals conceded).
    2. If both the number of match points and the goal difference are equal, the number of goals scored (goals for) determines the ranking. The team that has scored the most goals is higher in the rankings.
    3. If there is still no distinction, then the mutual result counts. In the case of the final score, both results count; in the case of a period, only one result counts, of course.
    4. If this is also equal, then a draw will have to decide the outcome.
  22. Promotion/relegation rules:
    Premier Division: No. 1 is the champion of the Barneveld Indoor Soccer League. Nos. 11 and 12 are relegated to the First Division.
    First Division: Nos. 1 and 2 are promoted to the Premier Division. Nos. 11 and 12 are relegated to the Second Division. 
    2nd division: Nos. 1 and 2 are promoted to the 1st division. Nos. 11 and 12 are relegated to the 3rd division.
    3rd division: Nos. 1 and 2 are promoted to the 2nd division.
    If teams withdraw at the end of the season, this will not affect teams that have already been relegated. Any gaps that arise will be filled by promoting the teams ranked 3rd (and possibly 4th, etc.) from lower divisions.
    If the number of registrations for the next competition differs from the current number of teams, the Barneveld Indoor Soccer Committee may apply a different promotion/relegation system and/or opt for a different competition format.
  23. Disciplinary Committee:
    The Disciplinary Committee rules on red cards issued and/or reports submitted by referees. After review, a decision will be made and the player concerned and the team contact person will be notified in writing. If you wish to appeal the decision, see point:

  24. Appeals CommitteeIn criminal cases (e.g., following a red card or reaching a certain number of yellow cards), the player/coach in question will automatically be punished with a fine of €20.00 and at least the next match to be played.
    The website also shows who is suspended. The website also shows who has received yellow cards and how many.
    If the disciplinary committee deals with disciplinary cases and the ruling results in points being deducted or players being suspended, the penalized team or the team of the suspended player(s) will be fined.
  25. Appeals Committee:
    It is possible to appeal against decisions made by the disciplinary committee. To do so, the following procedure must be followed.
    1. If the disciplinary committee issues a ruling, the contact person will receive a written ruling no later than the Wednesday following the Friday of the incident.
    2. The player or contact person must submit their defense in writing in a sealed envelope to the competition management on the next game night. If there is only one week between two consecutive game nights, time is therefore limited.
    3. After an appeal has been lodged, the contact person will receive a decision on the appeal by the following Wednesday at the latest.
    4. Please note that after the appeals committee has issued its ruling, the penalty may also be increased.
    5. If the disciplinary committee has decided to impose only a one-match suspension, there is no point in appealing for a reduction of the penalty. This is because the appeal can only be lodged on the next match night and suspensions are NOT suspended.
    6. If the appeal is submitted too late, it will NOT be considered.
  26. Collecting fines:
    All fines will be collected via cash payment to the match officials. Important: 
    1. If a player's fine has not been paid, they will remain suspended until the fine has been paid. If it is still outstanding at the end of the season, the team will be excluded from the new competition.
    2. Team fines that remain outstanding as a result of a suspended match, failure to show up, or any other team fine imposed will also have consequences for registration for the following season. In addition, if a team fine is not paid, all players on the list will be suspended indefinitely and registration with another team will only be possible under certain conditions (see also point 30c).
    3. Registration of players who fall under point 30b.
      If it concerns a team fine that has not been paid, players can be re-registered upon payment of a fine of €35.00 and a ten-match suspension with the new team.
    4. Reporting players who have not paid their individual fines within the specified time.
      They can be re-registered upon payment of their outstanding fine and a ten-match suspension with their new team (any outstanding match suspensions will also be taken into account). 
      If the player was also part of a team that was excluded due to an outstanding team fine, an additional €35.00 will be added to the individual fine for the unpaid team fine.
  27. Compliance with these regulations:
    In the event of non-compliance with these regulations, the Barneveld Indoor Soccer Committee may decide to take disciplinary measures.
  28. Unforeseen circumstances:
    In disputes, protests, and cases not covered by these regulations, the board of the Barneveld Indoor Soccer Committee will make a decision, possibly after consultation with the disciplinary committee. The decisions of the board and disciplinary committee are binding.
